Professional Designation

CSFS®®

Certified Self-Funded Specialist

The CSFS® designation recognizes employee benefits professionals who have demonstrated specialized expertise in self-funded health plan design, administration, and risk management — the strategies that allow employers to move beyond fully-insured plans and take direct control of their healthcare spend.

What is the CSFS® Designation?

The Certified Self-Funded Specialist (CSFS®) designation is awarded by the Health Care Administrators Association (HCAA). It is designed for benefits professionals, brokers, consultants, and third-party administrators who work with self-funded health plans — a rapidly growing segment of the employer benefits market.

Self-funding is no longer just for large corporations. With the right structure — stop-loss coverage, a capable TPA, and disciplined plan design — employers of all sizes can take control of their healthcare costs, access their own claims data, and build plans that actually serve their workforce. The CSFS® curriculum is built around the technical and regulatory knowledge required to do this well.

For employers, working with a CSFS®-designated advisor means working with someone who understands the mechanics of self-funding — not just someone pitching it as a concept without the expertise to execute it.

What CSFS® Stands For

C

Certified

Formally credentialed through rigorous coursework and examination by the Health Care Administrators Association — a designation earned through demonstrated competence in self-funded plan administration.

S

Self-Funded

Focused on self-funded (self-insured) health plan structures, where the employer assumes direct financial responsibility for claims rather than paying fixed premiums to a carrier.

F

Funded

Recognizing the financial architecture of self-funded plans — how reserves are structured, how stop-loss coverage limits catastrophic exposure, and how cash flow is managed across the plan year.

S

Specialist

A specialist-level credential — not a generalist overview, but deep expertise in the compliance, administration, plan design, and risk management dimensions of self-funded health benefits.

How the CSFS® is Obtained

Earning the CSFS® designation requires completing a focused curriculum through the Health Care Administrators Association, passing examinations, and demonstrating professional experience in the self-funded benefits space.

01

Complete the Required Coursework

Candidates complete a curriculum covering the full landscape of self-funded health plans: plan document structure, stop-loss insurance, TPA relationships, claims administration, ACA compliance for self-funded plans, ERISA obligations, and cost containment strategies.

02

Pass the Certification Examination

Candidates must pass a comprehensive examination that tests practical knowledge of self-funded plan design and administration. The exam covers real-world scenarios — how to evaluate stop-loss contracts, structure plan documents, manage vendor relationships, and navigate regulatory requirements.

03

Meet Experience Requirements

Candidates must have professional experience in the employee benefits or health plan administration field. This ensures the designation reflects applied expertise, not just academic familiarity with the subject matter.

04

Agree to a Code of Ethics

CSFS® holders must adhere to the HCAA's professional standards, committing to act in clients' best interests, maintain confidentiality, and uphold ethical conduct in all aspects of self-funded plan advisory work.

05

Maintain Through Continuing Education

The designation requires ongoing continuing education to remain active, keeping CSFS® holders current on regulatory changes, stop-loss market developments, emerging cost containment strategies, and evolving best practices in self-funded plan administration.

Why the CSFS® Matters for Employers

Self-Funding Done Right

Moving to a self-funded plan without the right expertise is a significant risk. A CSFS®-designated advisor understands the technical requirements — stop-loss structure, TPA selection, plan document compliance — that determine whether self-funding delivers savings or surprises.

Access to Your Own Claims Data

Self-funded employers own their claims data. A CSFS® advisor knows how to use that data — identifying high-cost claimants, evaluating vendor performance, spotting utilization trends — to make decisions that actually reduce costs over time.

Stop-Loss Expertise

Stop-loss insurance is the financial backstop that makes self-funding viable for mid-size employers. CSFS® holders are trained to evaluate specific and aggregate stop-loss contracts, understand attachment points, and ensure employers aren't exposed to catastrophic risk.

Regulatory and Compliance Depth

Self-funded plans are governed by ERISA, not state insurance law — which creates both flexibility and compliance obligations. CSFS® holders understand the regulatory landscape: plan document requirements, SPD obligations, ACA reporting, and fiduciary responsibilities.
